The Direktion der Justiz und des Innern (JI) fulfills a variety of tasks, from A as in archiving to Z as in civil status. Here in the Generalsekretariat, the threads come together. We support the Direktionsvorsteherin and our units, process cross-cutting themes, and accompany and lead programs and projects.

With RRB Nr. 444/2026 for the introduction of a cantonal Data Governance, an important milestone for the systematic handling of data in the Canton of Zürich has been reached: data should be managed as a strategic resource and its quality, availability, and use should be improved sustainably. This creates the prerequisites for data-based decisions, the multiple use of data, as well as for the responsible use of new technologies, especially in the field of Artificial Intelligence.

We do not want to just manage data, but to be able to use it as a driver for effective decisions. We are therefore looking for a Data Officer (m/f/d, 80-100%) in the Generalsekretariat as of 1 October 2026 or by arrangement, initially fixed-term for 2 years, to help us shape an administration that acts in a data-supported, efficient, and future-oriented manner.

Your main tasks ###

• You actively help shape the cantonal Data Governance, implement it in the JI, and drive strategic data management in the JI forward. You form the connecting function between the strategic and operational levels in the data management of the JI.
• To this end, you moderate between management, specialist departments, and the Data Competence Center in the Amt für Statistik und Daten. As an interface in the Operatives Steuerungsgremium Daten (OSD), you bring the concerns of the JI into the cantonal Data Governance.
• You develop the data strategy for the data management of the JI. This includes the construction, implementation, and further development of structures, processes, and guidelines in the JI in accordance with the cantonal Data Governance.
• You empower the units of the JI to perform high-quality management of data in accordance with legal and organizational requirements and promote awareness of responsible data management.
• You establish control mechanisms (metrics, controls, reporting) for the effective implementation of the Data Governance and support this implementation through training, consulting, and practical tools.

Your profile ###

• Tertiary education (e.g., Business Informatics, Data Science, Informatics, Statistics, Business Administration with a focus on Data/Analytics, or Administrative Sciences with a connection to digitalization and data)
• Sound experience in the field of data management, Data Governance, and data-related digitalization; knowledge of common frameworks (e.g., DAMA, DCAM) is an advantage
• Strong ability to address different stakeholder groups on all hierarchical levels in an audience-appropriate manner and to build sustainable relationships
• Experience in the management of projects or endeavors, ideally in a client role, strong in coordination and stakeholder management
• Convincing communication and consulting competence (written and oral)
• Independent, responsible way of working with high initiative and service orientation
