HR Business Partner BI - Generalsekretariat HR Business Partner 80 - 100% The Generalsekretariat is the management staff of the Bildungsdirektorin and includes, in addition to the Department of Personnel and Services, the areas of Political Planning and Communication, Specialist and Legal Services, Finance and Informatics, Buildings, as well as Educational Planning. Here, the business and projects of the entire Bildungsdirektion are coordinated. For our team, we are looking for a technically qualified and confident personality as an HR Consultant as of 1 January 2027 or by arrangement. Your area of responsibility In this function, you will advise and support managers and employees of the Generalsekretariat and the Hochschulamt in demanding personnel issues across the entire HR lifecycle. You will take on a central role in the assessment and coordination of complex, sensitive, or cross-departmental cases and contribute to a uniform, legally compliant, and pragmatic HR practice within the Bildungsdirektion. In a decentrally organized HR, your main tasks include advising our office departments on personnel, labor law, and organizational issues, supporting demanding individual cases, particularly in the areas of incapacity for work and separation situations, as well as examining complex personnel matters. In addition, you will work closely with HR Services and other interfaces. In particular, you will support the HR managers of the offices and participate in the further development of HR processes, fundamentals, and instruments for the entire directorate. Your activities also include training supervisors or HR personnel or the organization of events. If required, you will participate in projects and take leadership of smaller sub-projects. Your profile You have several years of professional experience in a comparable HR function and move confidently in a complex organizational environment. Ideally, you are familiar with the requirements and processes of public administration and bring a good understanding of the peculiarities of a politically influenced environment. You possess a recognized higher educational degree in the HR field, have sound knowledge of labor law or personnel law, as well as a strong understanding of organizational contexts and governance issues. Furthermore, you are characterized by high communication competence, consulting confidence, and a poised manner. Experience with SAP or SuccessFactors is an advantage.
