The Rechtsdienst Schulen will be newly created in the Departementssekretariat on 1 April 2027. It arises from the division of the previous Rechtsdienst into a General Legal Service and the Rechtsdienst Schulen. While the General Legal Service is responsible for general legal issues and sport, the Rechtsdienst Schulen deals with all legal matters related to the municipal schools. In addition to the approximately 100 regular schools of the Volksschule, these also include four special schools, the Fachschule Viventa, and the Musikschule Konservatorium Zürich.

Starting date is 1 March 2027 or by arrangement.

Tasks

• You lead a well-coordinated team of four highly experienced jurists and are responsible for its professional, personnel, and organizational leadership.
• Advising and supporting the department management, the service departments, school authorities, and schools on legal issues surrounding schools with a focus on public law, particularly in school law, personnel law, information and data protection law, procurement law, state liability law, and administrative procedure law
• Conducting legal remedy proceedings before the Stadtrat, Bezirksrat, Bildungsdirektion, and Verwaltungsgericht (re-evaluation, appeal, and complaint proceedings)
• Drafting decisions for the Stadtrat and school authorities
• Leading legislation projects

Profile

• University degree in law (Master's level) and preferably a lawyer's license (Anwaltspatent)
• Many years of qualified professional experience in public law
• Leadership experience, administrative experience, and experience in the mentioned legal fields are an advantage
• Very good linguistic expression and ability to assess complex legal issues in a practice-oriented and understandable manner
• Very independent and efficient way of working, high service orientation, and resilience
• Qualities as a team player, negotiation and communication skills, as well as an understanding of political issues and processes
