The Legal Services Schools will be newly created in the Department Secretariat as of 1 April 2027. It is being established through the division of the previous Legal Services into a General Legal Services and the Legal Services Schools. While the General Legal Services is responsible for general legal issues and sports, the Legal Services Schools deals with all legal matters surrounding the municipal schools. In addition to the approximately 100 regular schools of the compulsory school, these also include four special schools, the Fachschule Viventa, and the Musikschule Konservatorium Zürich.

The start of employment is as of 1 March 2027 or by arrangement.

Tasks ##

You lead a well-coordinated team of four very experienced lawyers and are responsible for its technical, personnel, and organizational leadership.
Your activities with your team include, in particular:

• Advising and supporting the department management, the service departments, school authorities, and schools on legal issues surrounding schools with a focus on public law, particularly in school law, personnel law, information and data protection law, procurement law, state liability law, and administrative procedure law
• Conducting legal remedy proceedings before the City Council, District Council, Education Directorate, and Administrative Court (re-evaluation, appeal, and complaint proceedings)
• Developing decisions for the City Council and school authorities
• Leading legislative projects

Profile ##

• University degree in law (Master's level) and preferably a bar admission
• Many years of qualified professional experience in public law
• Leadership experience, administrative experience, as well as experience in the mentioned legal fields are an advantage
• Very good linguistic expression and ability to assess complex legal issues in a practice-oriented and understandable manner
• Very independent and efficient way of working, high service orientation, and resilience
• Quality as a team player, negotiation and communication skills, as well as an understanding of political issues and processes
