Head of Competence Center Civil Registry / Head of Competence Center Residents' Registration Office, 80-100 %

To strengthen our leadership team, we are filling two central key positions: one in the Civil Registry Office and one in the Residents' Registration Office. For this, we are looking for two committed and creative personalities by agreement. The competence centers of the Bevölkerungsamt bundle expertise, quality, learning, process development, and innovation. In the future, they should develop even more strongly into development centers and thus play a decisive role in shaping the digital and organizational future of the Civil Registry Office and the Residents' Registration Office respectively.

Tasks ##

• You lead and develop the competence center as well as the deputy management. In doing so, you combine strategic direction with technical implementation and position the competence center as a central hub for professional development, innovation, quality, and knowledge. You lead laterally, mediate confidently between different interests and priorities, and create clarity and orientation in technical and strategic areas of tension.
• You initiate, prioritize, and control innovation and improvement processes, systematically drive process optimizations, and provide technical support for digitalization and automation within the framework of strategic projects of the respective department and the Bevölkerungsamt. In doing so, you also independently recognize development potential even in functioning processes and initiate necessary changes.
• You further develop quality standards and suitable control instruments, analyze quality deviations and technical risks, and derive measurable improvement measures from them. In doing so, you regularly check the effect of quality assurance and develop it in a targeted manner.
• You further develop learning and knowledge management and ensure that relevant specialist knowledge is sustainably secured, shared, and applied within the organization.
• You lead the specialist experts of the respective department laterally, set technical focuses and priorities, assign responsibilities clearly, and empower the specialists to drive complex projects and issues forward independently.
• You control the development portfolio of the competence center, lead strategic and technical projects, advise the office management, and represent your department in relevant committees as well as towards internal and external stakeholders.
• You ensure technical and legal compliance and are responsible, together with the specialist management, for the preparation and further development of technical instructions, statements, and guidelines, as well as the correct application of legislation.

Profile ##

• You possess correspondingly high specialist competence and a degree at HF, FH, or university level - preferably with a connection to organizational and process development, innovation, quality management, digitalization, or transformation.
• You have sound experience in the conception and implementation of complex projects, in the development of knowledge management, and in dealing with compliance issues.
• You think strategically and systemically, quickly recognize connections and dependencies, and convince through conceptual strength, clear prioritization, decision-making ability, and a strong orientation toward implementation.
• You know how to bring together different expertise and also win, empower, and align people without direct leadership responsibility towards common goals. In doing so, you communicate in an audience-appropriate manner, build sustainable networks, and create acceptance for changes.
• You are curious, think ahead, recognize development potentials, and question existing structures with the goal of creating improvements. In doing so, you take responsibility, provide orientation, and combine strategic thinking with pragmatic implementation strength.
• For the function in the Zivilstandsamt, you have the federal specialist certificate in civil status matters or are willing to acquire it. For the function in the Personenmeldeamt, corresponding specialist knowledge is an advantage.

Every day, around 220 employees in the Bevölkerungsamt (BVA) are in personal contact with the people of Zurich. Their needs come first in our organization, which includes the Zivilstandsamt, the Personenmeldeamt, the Bestattungs- und Friedhofamt, and the staff areas: weddings, certifications, moves, address changes, funerals, and much more. We live the vision "S'Bevölkerigsamt - für dis Läbe i dim Züri".
The Zivilstandsamt, with around 50 employees, accompanies people in formative moments of life. We certify civil status events, advise our customers, conduct weddings, and continuously develop our services.
The Personenmeldeamt supports the population in their mobility. Around 110 employees provide a dedicated public service for an international clientele daily at various locations, at the counter, in the central back office, and in the call center.
